The program was first implemented during New Year 2008 in the town of Sisian, Syunik Region, and adjacent rural communities. It primarily targeted socially disadvantaged and orphaned children in Syunik Region. Through visits by Santa Clauses and Snow Maidens, approximately 2,500 children received New Year gifts. The initiative was supported by many individuals, including benefactor Hans Haug from Germany, representatives of the Armenian community in the USA, students, military personnel, and other philanthropists.

To carry out future activities more effectively and in an organized manner, the initiative members founded the "Proportional Development" community development NGO. The organization received state registration on August 27, 2009, from the central body of the State Registration Agency of Legal Entities of the Ministry of Justice of the Republic of Armenia (certificate 03Ա085978, TIN 08910023).

The 2009-2010 phase was implemented in Vayots Dzor Region. Mailboxes were installed in all towns of the region so children could send their letters to Santa Claus. A Santa Claus camp was also prepared, featuring contests, performances, and shows. As a result of this phase, approximately 3,000 children received New Year gifts from Santa Claus. The main sponsor of the 2009-2010 phase was Orange Armenia CJSC. The program was also supported by Coca-Cola Hellenic Bottling Armenia CJSC, UNICEF, Cascade Group organizations, and many individual philanthropists.

The 2010-2011 phase was implemented in Vayots Dzor and Syunik Regions. Over 7,000 socially disadvantaged, orphaned, disabled, and correspondent children received New Year gifts. Visits were also organized to children in home care and care centers, including nearly all children with disabilities in Syunik Region. The main sponsor of this phase was again Orange Armenia.

The 2011-2020 phases were implemented through the website in a number of border villages in Tavush, Vayots Dzor, Syunik Regions and Artsakh. As a result of these phases, donations were made for approximately 9,000 children.

The website-based phase stands out for its broad public recognition, sympathy, and trust. This is evidenced by the fact that thousands of people from different countries worldwide have joined the program as donors and sent New Year gifts to children living in the most remote border villages. The sympathy for the program is also due to the fact that before making a donation, every donor has the opportunity to read children's letters, choose a child close to their heart, and make a donation to a specific child rather than to an indefinite group of people.

The 2023-2024 phase was implemented for children forcibly displaced from the Republic of Artsakh. In this phase, the program aimed to convey New Year warmth and care to children who found themselves in difficult life situations due to displacement.

The 2024-2025 phase was implemented in Lori Region for children from settlements affected by the Debed River flood in spring 2024. The program provided support to children of families affected by the natural disaster, aiming to bring New Year joy, care, and solidarity to communities facing serious social and domestic challenges.

The 2025-2026 phase was implemented for orphaned children aged 5-15 in Gegharkunik Region. In this phase, the program focused especially on vulnerable groups of children, for whom providing New Year gifts was not only support but also a manifestation of society's care.
